After waiting some time to see if the toolchain (Windows) changes to work better, with Netduino 3 WIFI. I have verified now a very unstable situation. Sometimes (few) it runs others not. I believe the problem is related to dotnet framework 2.0 and its configuration. I start my second delay procedure waiting by new tools (Visual Studio 2019 and dotnet 4.6).
