PWM on the Netduino is hardware generated and I’m pretty sure it can generate a 25 kHz signal. I’m not near a Netduino at the moment, I will have a look next time I have the chance, probably tomorrow afternoon.
I did respond someone regarding PWM and I think I suggested that 500 kHz was possible.
